How about creating a server for guests?

To have a translation

Is there any way to make it so that everyone gets just one 'number' on a guest account with no way to keep getting new numbers by simply logging off and back on? Maybe their number recycles if they don't play as guest for "x" number of days.

Playing as guest now gives someone the ability to easily break pretty much every rule listed here without getting caught, especially if they know what they're doing.

For example, it's very difficult to prove that someone is breaking rule 6 if they simply change guest accounts to do it. But a registered player would be really easy to identify.
