I was wondering how plutonium appears, like are the chests in every game or in certain games?

    it is random, but longer time per round you play and higher rank players increase the % it will appear.

    Isn't there also a higher chance of it appearing as the number of people playing on a map increases?

    Not if they are low rank or playing as guests. This was done to prevent people creating fake accounts to make pluto spawn.
