Is being able to walk through bombs a powerup?

I was casually playing a team game until this one guy somehow was able to, literally, breeze through my bombs. Not in avoiding-- like literally, being able to go through his AND my bombs? I tried it myself and I could not go through my own bomb. (But push, yes.)
Is this a powerup? If so can you guys clarify which one??

It probably looked like he was walking through bombs because of lag.
