How to get a personal room?

I hear all this stuff about personal rooms and how to make arenas and such, but how do you get a personal room? I haven't been able to find the Personal Room Tab.

You can no longer get one. It was a special deal that was part of the PvP Arena Project.

To read more you can press "tab" while ingame then select the "project" tab then the PvP Arena project (the middle icon with the flags in it)
